Virginia Common Interest Community Ombudsman (DPOR)
The Ombudsman reviews alleged violations of common interest community law (the Property Owners' Association Act), not pure governing-document disputes. Complaints must generally be framed as statutory issues — for example, hearing procedures, charge limits, or rule publication under Va. Code § 55.1-1819.
Process: First file through the Association's own written complaint procedure (required by Va. Code § 54.1-2354.4) and obtain a final adverse decision. Then file a Notice of Final Adverse Decision with the Ombudsman within 30 days. If the HOA has no complaint procedure or fails to respond within 30 days, you may file directly with the Ombudsman alleging that failure.
