Virginia Common Interest Community Ombudsman (DPOR)
The Ombudsman reviews alleged violations of common interest community law, not pure governing-document disputes. Complaints generally need to identify a statutory issue, such as hearing procedures, charge limits, or rule publication under Va. Code § 55.1-1819.
Generally, an owner first files through the Association's written complaint procedure and obtains a final adverse decision. A Notice of Final Adverse Decision may then be filed with the Ombudsman, subject to current requirements and deadlines.
